It's elastic, and the fit is excellent (I have a 32" waist, and I purchased a medium). It's essentially a two layers of some sort of polyester material with a slit in the middle. The slit is where you can put all your things in (key chain, phone, etc.), and given that it's elastic, the flaps do a pretty good task of keeping all the things in. I have not seen anything falling out. It can hold a routine smartphone, key chain, headsets, IDs, and other things just fine without feeling uneasy or like it's going to fall off. The brilliant neon green color is a great bonus offer, offering extra exposure That being said, there are some size restrictions to keep note of-- especially with a tight fit (that flattens the belt more versus you, allowing for less space). Likewise, the belt itself isn't really that big that a few of the bigger phones (iPhone 6+, Galaxy Note, and so on) will certainly have a tough time fitting inside, specifically with cases. Other phones should be fine, but you might want to remove the case. Keys and other miscellaneous stuff work well.
