You read assembly manual carefully?
For your safety the sensor is supplied with the voltage converter taken out from his socket.
To run the sensor, you must unscrew the display and take it out. Under the display in a black sponge a controller of the voltage converter is placed. It should be put down in the socket on the right side in such a position, that a small dot (circular depression) located on the chassis of controller found on the right side, bottom (with the letters IC3). Then mount the display back.
Remove the black sponge from goldpin connector.

Disconnect the sensor, then the tube from the sensor, connect the sensor again and then try to make a brief short circuit on the tube socket, the buzzer should beep (if switched on) and you should get a reading on the LCD(after a while).
Be very careful when doing this, do not touch the board and avoid touching "+" connector. In theory you can hold the "-" freely, but it is always better to use insulated pliers.
Btw, did you put the 34063 in the socket ?

Yes, 34063 is in the socket.
I have now shorted the sensor lines.

I can not say whether there operating voltage is applied, because today I have no measuring device available.

Do not short them like that (won't damage anything but it's not an useful test). Take one and touch the other a few times, you should hear beeps. |

So the high voltage works, try to clean the tube caps on both ends, make sure there's a good contact.
The screen going on and off is the hardware debug, you have debug flag enabled in preferences. Unplug the sensor for a while after doing tests, then plug it back. |

According the "German Data Sheet" of the SBM-20, the:
Recommended operating voltage is 400 Volts,
Working voltage range 350-475 Volts and
Initial voltage 260-320 Volts...

The voltage is fine. Probably your multimeter has ~10MOhms resistance on the DC range you used for measures. It's about the same as the resistance of the 400V series resistors (470k +2x 4.7M), so you created a voltage divider which divides the voltage roughly by 2. To measure voltage directly on the tube socket you need a multimeter with very high input impedance, even a 100MOhms one reads ~360V.
Most of the cheap multimeters read ~40V at the connectors.
Do you have a soldering iron ? You could try resoldering the brass caps on the tube. Normally it's a thing to avoid, but since the tube doesn't work anyway, it won't make it worse.

You're right :) It actually has an internal resistance 10MOhm! measurement error :(
I have tried it with my solderstation, but unfortunately without any success. :(
